Integrity Commitment (Trial)
To implement the "Charity Law of the People's Republic of China," "Opinions on Reforming the Management System of Social Organizations to Promote the Healthy and Orderly Development of Social Organizations," the State Council's "Outline of the Plan for the Construction of the Social Credit System (2014-2020)," and other relevant rules, and to promote the self-discipline and integrity of social organizations, foster a culture of honesty and trustworthiness, enhance societal credibility, and ensure compliance with social organization integrity standards, EFUNNC makes the following commitments:
Article 1: Compliance with Laws and Regulations.
I. Consciously support the leadership of CPC, establish party organizations according to party constitution provisions, and strengthen its leadership and facilitate necessary conditions for party activities;
II. Adhere to national laws, regulations, and relevant policies;
III. Conduct activities strictly in accordance with the approved Charter.
Article 2: Enhancing Internal Governance Structure.
I. Implement democratic election, decision-making, management, and supervision, and strengthen internal management structure;
II. Convene board meeting as required, ensuring supervisors fulfill their oversight roles, and timely report to registration and management authorities;
III. Establish self-disciplinary regulations, build sound procedures for financial management, HR , archives, operational and major issue reporting system, service commitment system, information disclosure system, and other critical regulations, and strictly adhere to their implementation.
Article 3 Regulating the daily management.
I. Operate strictly within the scope of business activities defined in the charter, refrain from arbitrary charges or price fixing, and avoid illegal evaluation or recognition;
II. Avoid actions that harm national, collective, or individual interests;
III. Undergo annual inspections by registration and management authorities punctually and actively engage in grading evaluation.
Article 4 Practicing Non-Profit Principles
I. Adhere to the Accounting System for Private Non-Profit Organizations, ensuring non-profit status and stringent financial management;
II. Utilize funds strictly within the scope stipulated in charter, rejecting any funding that may compromise fairness or impartiality;
III. Source funds legally, manage them in compliance with the law, and fulfill tax obligations accordingly.
Article 5 Strengthening Integrity Management.
I. Implement information disclosure, including registration information, charter, mission, business scope, organizational structure, service content and standards, projects and management criteria, annual work and financial reports, donations income and expenditure, and other necessary disclosures deemed fit by the board, enhancing transparency and credibility.
II. Embrace social supervision, using unified information platforms or official websites, and willingly accept scrutiny from donors, beneficiaries, the media, and the public.
Article 6: Cultivating Good Conduct
I. Assume social responsibilities in line with socialist core values, enforce professional ethics guidelines, elevate staff‘s moral quality, scientific and cultural proficiency, and technical expertise, nurturing professionalism and ethical integrity in practice.
II. Shape the quality brand and continually enhance social integrity impact.
